1) Charger - AC/DC get one from Winnie $150++ able to charge up to 12++ battery
2) Transmitter - Futaba Junior 2pk would be nice for entry level $100
3) Servo - Usually a transmitter comes with receiver and servo/s like the transmitter I mentioned above.
4) ESC - Futaba MSC 330 or 230 if u can't afford the earlier.
my 2 cents

ESC - Last time I check, MSC 330 @ $90++ and the 230 at $70++? call winnie for the price.
Servos - Like I said earlier, 'usually' new transmitter comes with servos and reciever, like the Megatech Futaba. I have no clue how much servos costs, mebbe the more veterans here can help.

Hopefully not. Waiting for some other factors right now.
For charger, i think if he is just bashing, stick with things like the APEX range (AD/DC), but if he wants to start racing soon, my two choices in the mid range would be the CDC ver6b with a power supply or the 6b AC/DC 'OR' LRP Pulsar.
ESC? GET A BRUSHLESS!! hehehehe....kidding, many to choose from, Like what Nixaad said, the MSC330 is pretty okie, but if he is going to be racing competitively, something with a higher frequency is more desirable. When i need to run brushed motors, i depend on my old old cyclone (not even the 2nd version) which i think is pretty good and your friend can try and hunt for a second hand one without breaking the bank.
Servo: Low end would be 3003? if he gets the Megatech Junior. But if his pocket can stretch a bit more, the mid range servos from Hitech like the 645MG ( i think) or second hand futabas 9402 works beautifully.
Like what Hell and OVert pointed out. Its better to splash onces then to do this over and over again and incur more in the long run. But of cos he has to know whether he will be committed to this and whether his funds allows.
Cheers

From Shanghai i took plane to Singapore. Dump ALL RC thingies in a bag (Car, TOol Box and Chargers) and hand carry my Radio. I didnt bring my FUEL... afraid they will consider me as TERRORIST!
No problem from Shanghai to changi airport. all went through smoothly...
at CAUSEWAY... custom check d bag... also no problem coz i told it is MY PERSONAL ITEM and i want to play the things in malaysia. ANYWAY they can see our things are all BASHED UP... definitely it is not new things.... if it is a new RC car also i dont think they will ask us to pay the TAX coz it is a TOY! RC cars is considered a TOY and we doesnt need to pay tax for TOYS.
cool!
