Tight and low grip track means you don't need tons of power. Instead you want reliable, easy to tune and inexpensive. My choice would be something like this:

I suspect a 2015 pipe would be best with it. Sirio or RB 2013 is another good one.

The Picco motor is another good choice.

The 2013 is not a good choice for the Basic, the 2052 is awesome on the Basic engine.

You can also take a look to the 5 port or 7 port version from the Basic series. Another very good option is the JP P7L or the very affordable GRP Promo kit

I would agree with you about the 5 and 7 port motors except they seem to be hard to come by here in the states. Also, looking at the Nova site it appears they are no longer making them. Don't know much about the JP but sounds like it might be worth looking into.

There are some great deals to be had from other motor brands as well but since I race at 301 (a notorious rod stretcher) I really try to stick with Nova based motors. Everything else just doesn't seem to hold up at that track, though I might have to try a Picco.

The JP P7L is based on the Novarossi N21-7T and there is even a black edition, it is a very good clublevel competition engine which is even competive on national level...
