Definitely sounds like an air leak or a pinhole in the fuel or pressure line. Anytime you suspect and air leak it’s good practice to reseal the back plate and carb. It can also leak air through the front bearing, there will be oil residue around the flywheel area if it is. I would also replace the fuel line and pressure line. I have had fuel line with pinholes before that you couldn’t see.

check for leaks at the head button, around the button and at the glow plug hole. make sure plug is fully seated, head bolts are securely fastened. Same with the back plate.
Make sure carb is fully seated into the block. Check for leaks around the carb, under the front of the engine, the rear of the engine and on the exhaust. If none of this
is occuring, try a different known working carb on it and a new glow plug. make sure your filter is clean too.
