"red and blue light on with the green light flashing" You stated a Locked Rotor. That's not true.

Reading manual, A flashing Green LED means there was an error on input. It being early set up, I'd go back to calibration and redo and wait for confirmed LED or Tones. Then Cutoff volts, Battery used NiMh or lipos, 2S. If you think rotor not turning Ck boost adj, It maybe over the kv motor.

I'm not into LRP But by reading manual, I think it simple Like any ESC.

RESET the Flow first. Press and hold set button and power up. Release the SET button after 2 seconds. Turn off ESC and calibrate it again.

If that does not help, always change sensor wire and/or clean sensor ports on both motor and esc.

Default Locked Rotor Protection

I know this is an old thread but has anyone resolved their issue? I bought an LRP Flow esc second hand and the first time I installed it, I kept getting an error, "Locked Rotor Protection". So I installed into another vehicle, same issue. I thought maybe my motor was the issue, so I bought a new motor, same problem. I even swapped the sensor wire as well. Any ideas what the problem might be?

Has anyone solved this? I tried everything but it still shows locked rotor location after a while. I can set it up, change parameters, and so on. It feels that itīs some fault with the sensor board in the ESC.
