Just to confirm, in order to discharge at 40 amps, this charger requires an external resistor bank right?

That's correct.

Maximum Discharge Power Capacity: 200W (Channel 130W)

Watts = Volts * Amps

130W = 8.4V * ~15.5A

You'll only get approximately 15A discharge at 2S using just the charger in single-channel mode.
