Prather Fun Cruiser Help

I have a Prather Fun Cruiser boat with a gas engine with a red cowl where the pull starter is. Sticker on it says "Enforcer" with a Florida address on it. The clutch is enclosed in a housing on the back of the engine and you cannot really see where the drive shaft connects to it. The drive shaft has a square end to it. I took the engine apart to an extent as something is wrong. I cannot figure out how to remove the clutch bell to see what is going on underneath.
The engine revs at some high RPM's and the propeller does not spin at all. What would cause that? Clutch is shot? How to fix? Not sure if the clutch is the cause or something wrong with the drive shaft engaging the clutch. The clutch could be spinning like mad and not even touching the shaft. Don't know yet.

What you've got is an older Warehouse Hobbies boat with a probably 25cc Homelite for power.
Yes, the clutch is most likely shot. I don't know if Tony Castronovo still carries parts for Homie's, you might have better luck at a small engine repair shop if you have one locally.
