What does the 17.5 mean? I was told that a 13.5 motor is pretty equivalent to the 3800kv motor.
Is there a more simple way of know the power of these motors since they use different terms in describing their power and size?

No simple answer, Kv ratings don't compare to turns. I can tell you that a 17.5 will be much slower than a 3800kv, 17.5 is about 2200kv +/-. Novaks website has a list of their motors with Kv ratings that will give you an idea of what to look for...I'll look it up for you and link it here..
