There are several plants that make engines for different people. OS (Japan) does OEM stuff (Ninja) and LM (Italy) does several, Orion, Werks, etc. The plant manufactures the engines, but in many cases, they are unique. For example Team Orion is doing new things that haven't been done in the past. Their new carburetor is a result of the hard work of Adrien Bertin, as well as the new porting configurations, head buttons, materials, etc.
All that being said, the Italian engines are very good quality. They have the materials and machining capabilities to make very high quality engines. Japan also has access to the high quality materials, and their manufacturing is very good. Taiwan and China, although they are improving, they still don't quite do it the same way, and I have been told they don't have access the the materials (high silicon content aluminum for example) that they have in these other countries. It's just not possible or feasible for them to get it. The engine would cost double what they currently charge just because of the expense of getting the material.
To make it simpler for you, just buy something that says "Team Orion" on it, because then you know it's made in Italy, the effort is in it by the factory to make a quality product, and it has the World Champion pedigree to give you performance.
