Yes and yes...but both situations related are still DRIVER issues. If someone drives up someone's a$$ into the first turn the race director needs to "man up" and dish out penalties. I'd say restart and the offender(s) starts at the back of the pack 5 (or even 10 on your big tracks) seconds after the pack starts. If the penalty for being a bozo is high enough you get fewer bozos--I think the t-shirt says "being stupid should hurt".

By compromising the design of the track to account for bozos you're designing to least common denominator and thus dumbing-down the challenge for everybody.
