If you dont have any usb 3.0 ports, then you can use a type C port, but you must use type C to usb A adaptor first, then a type A to type c cable to the charger. It doesnt work if you connect your charger with a type C to type C cable.
I doubt that, all USB chips are basically backwards compatible. What is a main difference is the max supplied current through the port. USB3 can handle more than USB2
