I was curious after I posted that thinking I never have heard the actual mechanics of it so I asked Randy (Tekin). Here is his brief explanation...

It's not rpm controlled. It's a certain amount of time spent each time neutral to throttle is applied. Figure first 5 to 8 feet of car travel.
