Matching IR and Voltage does not make sense. These numbers are cumulative in the pack. That means you add up the numbers in all the cells. You do want all the IR's as low as possible though. ...

Matched batteries are like tuned motors. Matching a pack with similar runtime, voltage, and IR makes the overall pack better. You can have a really bad cell in an unmatched pack and not know it....
