It's the river bottoms at Covington Pike, where it crosses the Wolf River. JUST northeast of the Covington Pike exit on I-40. Used to be a huge 4x4 stomping ground, but not so much anymore.

I never figured out why they don't just go run them...

Well, the F1 class hasn't gotten underway just yet. I think we're doing our first race as a class after Beat the Heat. But really, it's just the rules from the Tamiya Championship Series.
