"Built to ROAR specifications" is generally shorthand to say that the motor meets all the ROAR rules for a motor but it is not yet on the ROAR approved motor list, usually due to the bureaucratic process involved in getting it there.
In your case, you don't need/want that motor (it is for 1/8th cars) and on Novak's end, it appears to have been approved already so they should update their material to read simply, "ROAR Approved."
