I have the little programming box for the esc and my question is do I max out the setting on the on motor power and control it from the radio with the EPA?

Without knowing what ESC you have, in general, the ESC program boxes program how the power is delivered, not how much. For example, setting the punch on an ESC to 10 will get you the same top speed as setting it to 30, the variable is how the ESC will react during the acceleration period to that top speed. Radio EPA can limit how much actual throttle is applied at full trigger. You should adjust them independently based on how you want your car to react.
