Default Seeking assistance with Icharger

I recently purchased the Icharger 206B. I am using it for charging 1 cell lipo packs for my 1/12th and 1/10th scale pan cars.

I think in setting it up, I don't have it calibrated right or something. Here's the problem I'm having:

Even though the screen read-out will indicate that the pack is at 4.20 volts, when I use a volt meter to check it, it only reads 3.99 or 4.00 volts. Additionally, when I place a "charged" pack on my old charger, it will charge for another 15-20 minutes and then read 4.20 volts on the volt meter.

I'm thinking I have something wrong in the Icharger settings. Has anyone else run across this or have advice on what to try to change it?
