Futaba 4PK using R603FF Receiver

Has anyone had trouble using a R603ff receiver with a 4PK radio. I'm having trouble with the steering speed. As soon as I turn it down from 100 to say 99 the servo goes from 100% to really slow. I have had this same receiver and servo on my newer 4PK super R with no troubles. Any ideas?
