Default Futaba High Voltage issue.

Hi all, picked up a Futaba HV9353 and HV9352 for my MBX7, 53 on throttle and 52 on steering, now this is where it's gets weird, I can't get It to run on 7.4v, it appears to be killing my LIPOs, I have 2x 2s Intellect 7.4v 2400mah RX Packs.

I also have 2x 1300mah 6.6v life Packs. If I run the 7.4 packs. It lasts all of 10 secs and turns it's self off. But they run perfectly fine on the 6.6v. After wards, I hooked up My charger to the 7.4 packs, they both came up at 23.5v, even after being read at 8.409v 10 minutes earlier. Both packs are like this....

Radio is a futaba 4PLS with the standard RX

Any help?
