So i have a fairly new turnigy battery that discharges 1 cell more than the other and now my charger wont charge it cause the voltage is too low what do i do?

If it's under warranty, return it. If you balance charge the pack and it always drops one cell that much lower to where it won't recharge, it has a bad cell. If it's not under warranty, trash it and buy a new battery.
