Default Muchmore Cell Master Legend issues

Recently I bought a Cell Master Legend Purple 1.23E from RC MUSHROOM HK. It was Shipped to me via EMS. The package was received with just tax problems with Philippine Customs Dept, yet package was secured no dents on box nor even the inside.
The manufacturer's seal was intact not even tampered. But upon opening the box the LCD was detached.
Two LCD screws were missing and nowhere to be found inside the box, only one screw was intact the left upper one. The LCD screws were different from 1.23D chargers that I have.
LCD was full of scratches because the LCD film cover was absent, I have addressed RC mushroom of this issue even emailed Muchmore Racing of the same prob. RC mushroom cant even provide me the screws yet they didnt replaced the item just gave me store credits and no product warranty/ repair warranty because it was not covered by them.
I noticed also when I'm charging my eneloops 1900mah on my 1.23D it cuts off normally on 2100mah capacity cut off setting, but using the newly bought 1.23E it overcharged my batts to 2400mah with the same setting and delta V settings.
To troubleshoot this, I compared the two chargers ,simultaneously charging two same brandnew packs of 1900mah eneloops nimh 8s. Here are the settings I made for comparison :

Ver 1.23D
S-linear mode
No of cells : 8
Capacity cut off: 2100ma
Charging current : 0.8amps
Delta V : 40

Ver 1.23E
S-linear mode
No of cells : 8
Capacity cut off: 2100ma
Charging current : 1.0amp
Delta V : 40

After 1 hour

Ver 1.23D
Voltage: 11.648v
Capacity :798ma

Ver 1.23E
Voltage: 11.582v
Capacity: 1052ma

After 1hr 20mins

Ver 1.23d
Voltage: 11.706v
Capacity: 1014ma

Ver 1.23e
Voltage: 11.650v
Capacity: 1338ma

After 1hr 50mins

Ver 1.23d
Voltage: 11.880v
Capacity: 1357ma

Ver 1.23e
Voltage: 11.805v
Capacity : 1780ma

Eventhough I'm charging the packs at 1.0amp on the ver 1.23E the pack's voltage doesnt go up, but viewing the capacity being charge its having juice on it. Having the capacity go up but not the voltage of the new packs the charger prematurely end its charging when it reaches the capacity cut off limit.
I have emailed Muchmore regarding the problem they did replied twice, but after I asked about the prepaid shipping label for the diagnosis and repair there were no more reply.
