Default Protek receiver pack charging problem

I got a Protek 2300 mah flat receiver pack about 2 weeks ago. The problem I am having is that it will not charge above about .4 amps. I am charging it with a Hyperion 610duo. It is set at 1C or 2.3 amps charge rate.

As soon as it starts charging it goes into balance mode and starts charging at about .3 to .4 amps. Both cells read the same voltage so its not that one is way off. At this charge rate it obviously takes a long time to charge the battery and it never actually makes it to 4.2v per cell. This time it said it was done at 4.02 and 4.06 volts per cell.

The charger works fine with my other receiver pack as well and larger 2s and 4s packs. Both sides of the duo charger perform the same and I have tried different charge leads and balance boards.
