Default PS low voltage problem

My power supply is 13.8V and it was supplying power to my Orion Twin spec just fine. But when I plug it in, it says "low voltage" and I am unable to charge. What is the problem? Unable to charge a battery b/c charger says that. I tried the charger in a diff PS and it runs fine.

What kind(brand) of power supply do you use?
