Yes, you have to have one to send to them for the cloning process.

actually they have ones you can buy. but the 21 number will not be unique. so one day you may be racing with someone with the same 21st number. but those times you can use the other 20 numbers. the ones they sell with out an amb clone has all the same 1-20 numbers, but the 21 number is picked from another group of numbers. so they are less common

Like the theisgroup says,

You can buy them outright without having an AMB to be cloned.

I did read in one of Terrys posts that you can send it back later, along with an AMB and have it cloned in (change the 21st number)... But if your gonna do that, you might as well bite the bullet and get a pt first to send over... save yourself shipping one way.. thats what its about.. saving money.
