I'm trying to charge my tamtechgear battery with the TC1030 charger, but it keeps saying that the battery is not conneted. The cheapo AC adapter charger has no problems detecting it though. Is there a limit as to how "small" of a cell that this expensive charger can do? I checked polarity and conductivity with a multimeter, all checked out fine.

I charged Mini-T batteries on the one I had without dramas. I used the alligator clips into the adaptor and it worked fine. Just make sure all your parameters are set correctly for the battery pack and you should be fine.
With those packs, don't charge at any more than 2 Amps (preferably charge at 1C, e.g. 1.2A for a 1200mAh pack), set the delta peak to 3mV/cell and the number of cells and capacity to whatever the pack is rated at.
