Reporting sellers through PM?

Reporting sellers through PM?
Hey guys,
I buy a lot of things in the for sale forums, and have been getting tired of people ignoring the "no adding 3% for fees" and "no requesting gift payment" rules. I have dealt literally thousands of times with PayPal and I know how seriously they take these parts of their policy. So, since I have been seeing it so often, I'd like to start reporting users - but how do I report something that took place in private messages?
Thanks.

It is a big deal, and you and everyone else should be annoyed by it.

Use the report button under the username (the small triangle). I will be happy to deal with those posts also, if you would rather send a pm. Just include a link to said post.
If the user asked in a pm, Racer1812 would be the better person to contact, as my powers are far more limited.

Just curious. Why is it a big deal? Is it that difficult to add 3%? Buyer pays for shipping, why don't they pay the 3%?
Really, it wouldn't break a deal for me. I just don't see why people are getting in an uproar about it. Is it because its a "rule"? Or is there an underlying cause?
