Tuned GRP .21 HELP!!!

I am having a problem with my GRP motor. Let me give you the breakdown;
- I just cleaned the carb and inside the crank case
- I replaced the carb boot cause I noticed it was ripped
- I took out the low speed needle to install boot
- I replaced all the seals on ALL needles (HSN, LSN) and reinstalled them
I reset the needles to factory settings. This should make it really rich (my motor has about 3 gallons on it). I turned the HSN and the LSN in about .75 turns to lean it out.
The problem I am having is I think the motor isn't getting gas. When I start it on my bump box it will run until I pull the throttle. It will just die out, no decrease in rpms. I noticed that when I prime the engine(blow into the fuel line or place my finger over pipe), there is a lot of pressure and the gas will not flow to the carb. It acts like something is clogged or blocking it. BUT when I open the carb, gas will flow freely. Is this something they just do? Recommendations in settings? I pretty sure my clutch isn't dragging.
Should I just get a new engine since NOTHING is availalbe for these any more? The boot I bought is close to the same as the GRP. I creates a seal because when I open and close it you can hear suction. Is that right?

I think ascendancy is the same engine. So parts could be available.
Don't give up just yet.
It might be something really simple. For example, when you reinstalled the HSN carrier, did you install the banjo nipple fitting upside down? I think in some cases they can only go on one way.
