effect weight on chassis
What is the effect of the weights on the chassis?

Weight on the front generally helps with steering and low speed handling.
Weight on the rear helps develop traction while accelerating forward.
Side ballast will slow the rocking of the car more so in switch backs.
You can add weight where you feel you may need some help. But too much weight can cause adverse effects and make the car dull and lazy. It will slow weight transfer to the opposite side of the car where it is placed and help in one area but hurt it in another.
For 1/8 off-road, weight is mainly used as a fine tuning aid and not a primary as the cars are pretty heavy as it is so adding 1oz does not have much effect.
In 1/10 scale, it is used more as the cars are pretty light. 1oz could be a major contribute to the handling or rear traction of the car.

I add weight to the rear of the chassis right in front of the rear differential on my truggy. This extra weight gives me a lot more rear traction coming out of a turn under power.

What about adding brass weights on the ends of suspension arms?
