NO OFFENCE INTENDED to you but, a rubber-band IS good for preventing runaways, but should never be a means of insuring trottle closier! If it is used for this purpose, you will have a "dead-space" in your throttle.

If it's not closing all the way, you either have your end-points set wrong, or your spring isn't tensioned enough-(the ink-pen like spring on the linkage itself)

Your low-end needle is DEFINITELY TOO RICH, NOT LEAN!!!!!!!!!!!!!!!!!!!!!!
