I have a new OS CV R engine and am having problems starting it. The Fuel is getting to the engine, since it start to fire but will not totally start. In the manual they only have the factory needle settings for the needle valve but not the other 2. Also is there a better % of fuel to use when starting a new engine

Carb settings -

Needle Settings: High Speed: 2.5 turns out from fully closed
Metering Needle (low speed): .5 turn in from flush
with carb body
Throttle Stop Screw: 1mm open from fully closed
