I'm not interested in joining a forum where I can't see the content publicly as a guest before I have to sign up.
IMO this will also be a huge hindrance in getting more people to join.
The other hindrance is that the forum is built on a "free" proboards server. It's not "free" to the viewer, I'm subjected to a ton of crappy advertising.
Use a paid forums platform to clean up the presentation and turn on public viewing and I'll sign up.

You make some good points but that is what they've decided to do for the time being. All forums are different and I've joined others where access was restricted until you joined. It's not a new thing.
Not really, but you get advertising on most forums these days. How much worse can it be than even here?
That forum does pay for its site which eliminates the majority of the "crappy advertising" and at least they don't have spambots dumping ads to sell watches and sneakers either.
Everyone has to make their own decisions on what is the best choice for themselves.

Why not just flick the switch on? Have a link on every page that tells people to report problems and bugs and just get it going.
Not sure what "beta testing" does for a dynamic website? It's not a piece of stand alone software that does a task on an operating system. It's HTML.
