I've asked Kenji concerning your questions.

1) Yes, the driver on the body shell must be painted 3 colors.

2) No, the exhaust noise leve will not be checked.
(at least, the muffler must be approved by IFMAR. )
If it's too noisy, we may ask the driver to do something.

At this track on race days do they ever spray the surface to help traction (like using VHT)? Or do they leave the surface alone and let traction build up naturally?...
