No, you have it backwards. An official cannot do anything that is outside the rule book. Can you imagine the arguments if officials used "discretion" for any number of different decisions? It's one of the reasons ROAR went to the RMT. Rules need to be fair and consistent.
Your asking officials to make a decision on a memory that's a fraction of a second in time. You cannot make an objective decision on that.
Look, I get your point. What you don't see are the problems that would come up with a video replay system. The issues would far outweigh the benefits, IMO. And of course, everyone would blame ROAR.
