Take the hubs from the car that a bearing sits in and dremel the inside so the bearing can come out more easily?

Errrr, no. Bearings should be a snug fit, otherwise you get unwanted play.
Unless the bearings are being held SO tight that the pressure is actually crushing or misaligning the bearing and causing drag...

Does the unwanted play cause binding? I am guessing it does.

If there is too much play, the bearing could be off center or not ligned up correctly causing unneccessary wear to the bearing iteslf and any item running through the center of the bearing and yes, this causes friction!

i know one person done that and he was using mod motors on a massive track (i meen big http://www.halifaxtrack.co.uk/track.html ) and it was amazing in a straight line but it couldn't turn in at all and he was using a one-way so he finished low in the overall standings so it's not really a good idea, just make sure that there are know binds in the transmission and the bearings spin nicely and you'll be fine that's all i do with my tc3

I know someone who dremmeled out his sphincter and was able to realign his diodes. They must have come loose when he disabled the resister emitters.
