Powering Ofna Tire Truer?

There was no manual in the box for my new ofna truer and I was curious if i can connect the truer to my power supply or if i need to get a gel battery?

what for?

whats the purpose of tire truers? i mean i knw they like shave ur tires down but why do u need to do that??
