yes i'm pretty sure it is.....used to deadshort my nicds using octane 2 after it's 0v reading on a multimeter for the whole pack.....if i tray my nimh i wont even let the bulbs go off before i take it off....bulbs off is about .5-.7v....by the way the older octane (not octane 3)has .9v cutoff with lower discharge rate(octane 2 approx. 20a)...correct me if i'm wrong
