11 year old is old enough to build an entry level offroad kit. waterproof is more of water resistent. the ta02 baja truck was just re-released, grandfather of short course racing (scale looking 4wd offroad trucks). Sad to say Tamiya is only company that still offer lots of kits for beginners.

a slash or blitz (the short course models) would be a better option
they are the strongest 2wd trucks out there
blitz is a LOT better because its more of a race platform but is bullet proof strong
both are "basher" companies but hpi is far superior
slap a cheap metal gear servo $10-$40 bucks eventually and a cheap brushless setup $75-$100 eventually and some lipos $30 bucks for top quality batteries and your set
^that goes for both trucks

Do you think your 11 year old would want to race at all?
If so, maybe visit the local track and see what he thinks about the vehicles there.
I would then go with a vehicle that is more race oriented but budget friendly for him.
For a short course truck, the Associated SC10RS models would work quite well. RPM also makes a variety of upgrades for them specifically targeted at durability. The vehicle can grow with him as a basher and racer out of the box.
That is why I went with an SC10 for my 8 year old.
As for stadium trucks like you mentioned, the same would basically apply but with a T4.1 . RPM also offers a variety of upgrades for durability as well.

ohhhh btw these are ELECTRIC cars
terrible idea to run them in water. they are not water proof but some models are "splash proof" but i can almost gaurentee you will blow electronics if you bash in snow or water unless u do further "custom" mods and i would never reccomend it even after that

from what I saw on youtube for waterproofing 1/5 scale stuff, you pretty much were using this dip or spray to seal the items. For the ESCs you would most likely need to seal the circuit board using this stuff.
As for the actual lipo battery, not sure, I know maxamps says there stuff is waterproof if I recall correctly.
An inner tray or outerwears cover works wonders.
