What would happen if you bought something from Home Depot and you were unhappy with it?
They will gladly refund your money if you bring the product back to the store.
You don't get your money back until they get their product back.
Lather, rinse, repeat for any other retail store.
It is no different for a transaction online, in my opinion. If you want your money back, that's fine with me. As soon as I get my item back, I'll happily refund your money.

It depends one what they're not happy about. If they want a full refund because it's not what they thought it would be or missing a part, I'd "offer" a partial refund to make them happy without them shipping it back. If they simply don't want it, I'd only give a refund when the item is back in my hands. If they're just not happy with it, but it's as you described I'd say they should pay for shipping it back too.

I would give him a chance to make it right. Send him an email asking for the specific parts, mention each one in the email. Give him a deadline (2-3 days should be reasonable) to ship them and provide you a tracking number.
Let him know that you won't refund his money until the parts are received. Let him know how much you will deduct from his refund if he doesn't send anything within the timeframe you gave him.
