So i recently bought two 4s lipos from a member here and when i received them, one of them is puffed and the other has one of it's cells punctured . I clearly asked in the PM before i bought them if they were puffed or not and if they were in good shape. I feel like i got suckered . What do i do? I don't want a negative feedback from the guy but I hate having the feeling of being ripped off. I paid through paypal as "goods" and i can always file a claim but isn't there a more amicable way?

I'd take photos and send to him, to see what he says. If he's honest then you should be able to work it out. If not, then it won't be amicable.
