You might be putting too much oil in the shock. I had issues getting the caps on and it was because I'd filled it too much.

Also check the mono o ring spacer that sits under the o rings, as they sometimes have small molding "flash" on the face of the spacer which puts more pressure on the o ring.
Best off to carefully sand the o ring spaces flat, which helps to also stop the shocks from leaking because the o ring then sits flush up against the spacer.

Seems like this F113 forum page is dead?
is there another one around to read that I have missed while searching?

Q: Being that I' have just brought a F113, are there any mods that I should buy before racing?
