Hyper 21 Engine LSN Setting

Hi, i'm totally new to this so i'd liek to get an opinion of you experienced folk. My first RC is the Hyper 7 which comes with a Hyper 21 engine...
I's like to find out what LSN setting people in Australia use. The engine manual for the Hyper 21 3 port engine(which is taken off OFNA website).. and provided when i bought the car... clearly shows that the LSN factory setting is flush with the throttle end. However, out of the box, the LSN needle was about 1.5 turns out (ie richer) than the flush position. The guy from the hobby shop i bought it said that all of these engines he's seen come liek this... and that the manual is specifically for where the engines were built.
The reason i am asking is that my engine idle seems suspiciously like the carb settings are wrong. If i blip the throttle it'll sometimes drop to a good idle, or sometimes stay at high idle the nafter a few seconds drop to a more normal idle. After reading the Tuning manual in the Ofroad Nitro forum of this site it says that this is due to too rich LSN, and it says to lean it out till idle stays high... then adjust idle at that point to where you want the car to idle.
I'm jsut wondering if I should follow the tuning manuals advise... or keep the settings as is.. note at the moment I am still running in the engine, so not looking to lean it out for high performance yet... I'd just like to hear some of you aussie folks views on my problems... again in case it's not clear in this post i'm totally new to RC, and tuning so i'm probably totally wrong... please let me know what you folks think I should do...
