The rules call for National rankings, and past state and nationals results to be used. Someone has to look at the results available and then make judgement calls based on those to try and get people of as near similar pace as possible into the same heats. No one is across the whole Australian racing scene, so it's never perfect (and often not good), so we had a couple of people with wider experience look at the listings and make suggestions to the Time Keeper, and I believe they supplemented the championship results with some of the practice times from today when they weren't sure.
These things are never perfect, but the idea is to get close enough to give people a clean run for the first two heats before the regrade. Here in Canberra it's probably less critical, because it is a long lap, and the average gap between cars is larger as a result. i.e. there is more room on track.
