Seems really high - on a 17.5 V2 I was seeing about 30K rpm @ 50 degrees timing when checking on a motor analyzer.

no thats 6900 kv not normal.something is A miss.should be 2500kv

The rotor has gone quite soft and I cranked the timing all the way up (think it goes to 60°) but still surprised to see it rev like that. The battery isn't even fully charged.

Completely normal.

Rotor is cooked. That motor will run weak, and get hot under a normal working load.

Replace the rotor to return motor from paper weight status.
