During finals mostly the pit is visited by the scrutineer (race director?) with a glas tube where every pitman has to put a little fuel in. So to check during the race what fuel us racers are using. It is then discarded for the next pitman to put a little fuel in until everyone is checked.

The gravity of a standard 25% car fuel is 0.91 and for 16% 0.89. In a small glass with this weight and some fuel it shows the difference in weight. When it floats the fuel is heavier so it must contain more nitro.

Yes!
The number is based on 10% oil, low oil content can create more room for nitro.
In hot weather with 7% oil you can go up to 30% nitro. So yes it can be fooled but the gain is not that much.
