Close. In IFMAR "tree" they take the top 2 from the 1/2A and top 2 from the 1/2B to the 1/1 final. To make up the 6 bumps it almost always it works out to be the top 3 from each side but there have been a few rare times I have seen it be 4 from one side of the tree and 2 from the other. It stuck in my mind because there was much controversy (sound familiar) about it because people didn't understand when it happened. I think the last time I observed this was when we were at the 1/5 WC in California.

Top 2 from each semi are guaranteed to advance to the final then the next two fastest. So it is possible to get 4 drivers from one side of the bracket.
