it is definitly not the brakes! when i press the throttle all the way, the thing goes to where its supposed to. so the brake is not stuck. the thing would not move at all if the brakes were stuck

sounds like your wheel bearings are locked up.

Lets hope that's what it is. Because the other problem (not shimmed or meshing properly) could be a bigger problem. It could also be your universal joint cups etc. But my bet would be rear bearings.

Does it lock up then unexpectedly free itself? Or is it just stuck like permanently?

If the bearings are an issue won't it cause problems just rolling it? Do the rear wheels bind when trying to roll it?

I am guessing it is something else since it is unlikely that the bearings on both side would go at the exact same time.

if you give it full throttle it takes a few seconds for them to spin. my guess is the transmission.

center shaft grub screw. highly doubt its brakes or rear diff.

that or axle pins falling out, broken, or missing from factory (some of those cheaper cars have those kinda QC issues)

I agree with the wild guess that a set-screw is loose. Maybe use a little thread lock when you figure out which one is loose.
