i dont even think they make a steel spur gear(im not sure though) because it would add a ton of roataing mass and therefore decrease acceleration jarasticly and in the 2 years i have been racing i've only stripped around 2 spurs so your best off with plastic

A 24 tooth for top speed? Thats REALLY small, I take it you race indoors or on a small track all of the time?
At my local outdoor track (average sized) in a TC3 anything under 32 teeth is considerd undergeard.

the tc3 comes with 48 pitch spur gear were u race they most likely use 64 pitch because on my tc3 i run 64 pitch and run a 33 tooth pinion so a 22 in 48 is evual to like a 37 or so in 64 pitch

with the stock 48p 72t spur a 32 pinion wont fit in a tc3.
at least not in mine..

for the brush less you may want to try a 27 or so to start with i think its robison racing that sells all the odd or all the even pinion numbers so u may want to try that
