I have a home built zapper. Works great with tired cells, but obviously it can't make the cells better than new.
It consists of a diode bridge rectifier to get high voltage DC from 230 V AC, a switch that charges or discarges the capacitors, a huge bank of capacitors, a digital display to monitor the voltage of the capacitors and a thyristor that is used as a switch to discharge the energy to the cell.
