Default Diff Set-up

I have been having problems with the diffs in my T2 recently, but was wondering as to a starting point on how tight to run them. When I have a hex driver in each outdrive should I be able to turn the center pully with my hand with great difficulty or not at all? I know adjustments should be made while the car is on the track, I just want a starting point. Right now I can turn each diff with a great deal of arm muscle. Thanks in advance for the help.

PS- I run stock and 19T mainly
