Does anyone know which numbers the battery companies use to make matched packs?

all of them. They don't just use one number, they match all numbers as close as possible.

First batts are sorted by runtime.
Then they are sorted by Average Voltage.

After that, I'm not too sure.

They might sort by mWhr, or charge time, or IR.

Generally, if you have two cells that are very close on voltage and runtime, their other numbers are going to be very close.

Actual Internal Resistance: 0-0.1
Charge Time: 0-100
