These parts should all be standard to kits:

Carbon Fiber (chassis, shock towers, etc.)
Graphite reinforced plastic parts
Threaded shocks
ball bearings
Ceramic balls for diffs
One way or spool for front diff
titanium screws
aluminum for important parts that need to be aluminum.

Tamiya should get rid of producing plastic parts and plastic shocks. They should provide graphite plastic and carbon fiber as standard in their kits. They normally release kits with mostly plastic then introduce the hop-ups months after. They make the consumer spend to much on hop-ups. It's a good marketing strategy for them but what they don't realize is; more and more RC enthusiasts are switching to other brands due to the standard parts that are included out of the box.

This is the main reason why I opted HPI over Tamiya when I went back to RCing last year. I was a loyal Tamiya owner since the late 80s before but opened my eyes to other "BETTER" brands.

Er, the competition level tamiyas have been fully loaded with aluminum and ti and cf for years now, just their lower level cars which can be just as competitive (TA05?) use plastic parts.

How then would they test the performance and durability of the components under real race conditions?

To a certain point this is a necessity. That being said...once it has been proven to work and be ready for release, those components SHOULD be made available to the public...

Great Idea So anyone who wants to start racing has no choice but to buy a US$450+ kit straight up

Tamiya dont "make" the consumer spend money on hop-ups - they just make them available to those who WANT them, and in that respect they are no different to many other car or aftermarket manufacturers.
